Request for Qualifications and Proposals – Marvine Trail Project

The Lackawanna Heritage Valley National and State Heritage Area (LHV) is requesting Statements of Qualifications and Proposals from registered design and engineering professionals interested in performing design services for a shared-use bicycle and pedestrian trail in the City of Scranton. There will be a non-mandatory site walk through scheduled for January 23rd at 10:00 beginning at the Parker Street trailhead for any firms that may be interested.
The Marvine section is approximately 0.9 miles long, starting at Parker Street and ending near Boulevard Avenue at the Interstate 81 Bridge. This trail is primarily intended to be used by pedestrians and bicyclists.  Conceptual plans for the segment include dual surfacing (a ten foot wide paved trail with a six foot wide crushed stone trail where available) and one railroad crossing. The proposed work is a recommendation from the Lackawanna River Heritage Trail Feasibility Study under section I.
Ideal for walking and biking, the Marvine trail segment of the LRHT connects Scranton to the Mid Valley. Rich in anthracite coal mining and railroading history, this section of trail passes through abandoned coal fields called “brownfields”.
Design of the Marvine trail shall be complete within one year of awarding the contract so that construction can begin summer 2019.
This project is partially funded by a grant from the Community Conservation Partnership Program administered by the Department of Conservation and Natural Resources (DCNR), Bureau of Recreation and Conservation (Bureau) and the Pennsylvania Department of Transportation (PennDOT), through the Transportation Alternatives Program (Tap). The agencies have certain requirements and standards that must be met by LHVA and its contracted consultant.  The agencies will monitor the project.  Certain documents and drafts of documents will be subject to review and approval by both agencies
Proposals will be accepted until 2 p.m. Tuesday, February 13, 2017.
