The Lackawanna Heritage Valley Authority (LHVA) is requesting qualifications and proposals from registered design and engineering professionals to provide design services for a portion of the Lackawanna River Heritage Trail (LRHT) in the City of Scranton. The site walk through will be held on January 31st at 10:00.
The Lackawanna Avenue Connector, starting at the existing trail and ending near Lackawanna Avenue the spur is roughly 1,000 feet. This spur is primarily intended to be used by pedestrians and bicyclists. Conceptual plans for the segment include a paved surface and will require two retaining walls. The proposed work is a recommendation from the Lackawanna River Heritage Trail Feasibility Study under section K as a future trail connection.
Ideal for walking and biking, Connector will improve the pedestrian safety of people trying to access downtown from the trail. Currently there is an 18 inch side walk under the railroad bridge adjacent to 7th Avenue and the connector trail will make the dangerous sidewalk obsolete.
Design of the Connector Trail shall be complete within one year of awarding the contract so that construction can begin in the spring of 2019.
This project is partially funded by a grant from the Pennsylvania Department of Transportation (PennDOT), through the Multimodal program. The agencies have certain requirements and standards that must be met by LHVA and its contracted consultant. The agencies will monitor the project. Certain documents and drafts of documents will be subject to review and approval by both agencies.
Proposals will be accepted until 2 p.m. Tuesday, February 20, 2018.
